Earlier than that is not possible (the system will not let you in).

How long does it take to process the card?

The SG Arrival Card is valid immediately after completion. You can therefore fill it in just before departure, but always before check-in.

At the airport, you may not be allowed to board the aircraft without a completed SG Arrival Card.

Passport validity
