I find the very second sentence of the guide somewhat misleading. By "public transport" I imagine the special buses mentioned below.

Thank you, the buses and the taxi app have been modified.

There is already a direct bus to the airport from Podgorica bus station ( and with less frequency Ulcijn) web link https://www.cdm.me/drustvo/poceo...podgorica/
fare 3€ https://busticket4.me/
Info about buses and timetables is on the airport website. https://montenegroairports.com/e...portation/
Under the name "Cijevna", Google Maps will find several stops in a completely different direction from the airport.
Different bus companies run different buses to Podgorica for different lengths of time (with different numbers of intermediate stops) and at different prices - from 1.50 EUR to 2.70 EUR. Tickets can also be bought at the kiosk at the airport exit, and they will even print them for you. It's actually just the aforementioned website, so even still, it stinks at searching.
Thanks, I'll edit.
And the dealer adds a commission, which is only shown after the connection has been selected.
In the opposite direction (Podgorica -> TGD airport) buses can also run at different prices (for example 1,80 eur or 3,00 eur).
Financially, a train (Podgorica -> Aerodrom) for 1.20 euros followed by a health walk along the pesince to the TGD airport) looks more cost-effective.
