Dubrovnik Airport in a nutshell
The southernmost Croatian airport is located near the village of Cilipi, about 22 km from the centre of Dubrovnik. It serves mainly the summer seasonal flights, when the small terminal is often unavailable and uncomfortably crowded. Conversely, in the winter months the airport is pleasantly empty and quiet with only a few flights a day.
In the summer season, most airlines fly to Dubrovnik from all corners of Europe.
Croatia Airlines in particular operates year-round flights to Dubrovnik, with flights to Zagreb and beyond with connections to all of Europe, as well as Turkish Airlines to Istanbul with connections to the rest of the world.

If I found it correctly, you can save 6 € by walking about 3 km from the airport to the bus stop in Zvekovica, where you should take bus 10 Cavtat - Dubrovnik, which according to the timetable runs quite often: 10 - Dubrovnik-Cavtat | Libertas
In theory, yes, but in practice there is no footpath. There is no sidewalk along the very busy road and the place looks very dangerous/cluttered.
